Expert System Analyst - Child Welfare - On Call

This position is On call (Part Time)

Key Responsibilities:

  • Deliver technical guidance on modular approach to child welfare information system implementations
  • Develop various technical assistance products related to modular design best practices, and evaluating modular design of State and Tribal child welfare information systems
  • Conduct preliminary and critical analyses of modular design components such as technical architecture, interoperability of interfaces, and reusability
  • Provide expert guidance to Federal, State and Tribal staffs on best practices for various system development and procurement approaches to implement child welfare systems, such as waterfall and agile
  • Provide expert guidance and work with team to develop evaluation measures for reviews, such as extrapolating performance measures to evaluate State and Tribal child welfare systems
  • Participate in on- and off-site State and Tribal child welfare information systems’ evaluations

Basic Qualifications: 

  • Bachelor’s Degree in computer science or related IT field
  • 5+ years of experience, or a combination of years of experience in reviewing large IT systems
  • Experience with reviewing systems and creating performance measures
  • Experience with design, implementation, and operation and maintenance of a statewide automated human services information systems (e.g., CCWIS, SACWIS, Child Support, TANF, MMIS, etc.)
  • Experience in designing, developing, and delivering technical assistance on large-scale IT projects
  • Experience building data exchanges and application programming interfaces
  • Excellent written and verbal skills

Preferred Skills: 

  • Master’s degree in computer science or related IT field
  • 10+ years of experience, or a combination of years of experience in reviewing large IT systems
  • Relevant IT system auditor certifications such as ISACA, CISA etc 
  • Knowledge of child welfare programs and state/tribal SACWIS/CCWIS systems
  • Project Management Professional (PMP) certification
