Senior Operations Business Partner

ICF is seeking a Senior Operations Business Partner to work within the Health, Environment, Analytics, Resilience, and Social (HEARS) Group. You will address operational challenges and lead improvement efforts within our public sector marketing and digital division comprised of more than 300 employees. Your primary goal is to efficiently address internal operational needs so that the division leadership can maintain an external focus. This position will be located in either Rockville, MD or Fairfax, VA with some limited DC-area travel.

Key Responsibilities: 

  • Collaborate with ICF’s corporate business services (contracts, procurement, recruiting, facilities, etc.) to ensure program staff are receiving appropriate support in a timely and effective manner
  • Use judgement to resolve or escalate issues as needed
  • Ensure that the division is being a collaborative partner to other parts of ICF
  • Facilitate, manage, and improve the division’s project management review process
  • Monitor client satisfaction scores; identify trends, celebrate successes, and resolve issues
  • Manage communications including all-staff meetings, emails, and SharePoint sites
  • Coordinate corporate data calls and follow up on compliance issues
  • Support organization’s business proposal efforts as needed
  • Address operational problems as they arise and lead improvement initiatives
  • Manage the division’s monthly business review processes
  • Lead and/or contribute to the successful transition of large new wins

Qualifications and Preferred Skills/Experience:  

  • Bachelor’s degree in business or a related field; MBA preferred
  • 10+ years of overall relevant experience
  • 3+ years of experience working with Contracts, Procurement, Recruiting, Facilities, and other internal corporate support services
  • 3+ years of experience designing and implementing process-related templates and tools
  • 3+ years of project and resource management experience
  • In-depth understanding of government contracts and business proposals; workable familiarity with pricing and project financials
  • Proven ability to ask questions to get to root of the issue/topic
  • Ability to design and analyze metrics that help manage and improve the business
  • Experience summarizing business results and presenting to executive leadership
