Job Description

ICF is currently seeking a junior to mid-level Qualified SWPPP Practitioner (QSP) and Biologist to provide stormwater compliance support and generalist biological survey services for a variety of energy, transportation, and water projects in California.  The Qualified SWPPP Practitioner (QSP)/Biologist will be based in ICF’s Redding office but report to ICF’s Sacramento office.  The successful candidate may be required to provide environmental services as needed and depending on the expertise of the individual and project needs. Such additional services may include report and proposal preparation.

Essential Functions & Duties

  • Conduct site inspections to assess site characteristics with respect to stormwater issues and need for and type of stormwater best management practices (BMPs).
  • Perform onsite inspections of BMP effectiveness and need for maintenance.
  • Perform water quality monitoring and reporting in compliance with California Stormwater Construction General Permit (CGP) requirements.
  • Prepare training materials and conduct onsite stormwater training for onsite construction personnel, in compliance with CGP requirements.
  • Provide documentation of project stormwater compliance using SWRCB Storm water Multiple Application and Reporting System (SMARTS) website.
  • Conduct small to large-scale field surveys and monitoring for special-status animal and plant species, vegetation mapping, and wetland delineation. The surveys will include but not be limited to walking transects, collecting specimens, and digging soil pits

Basic Qualifications

  • Bachelor’s degree in Environmental Science, Biology, Botany, Ecology, or related field
  • 2 to 8 years of experience in environmental and natural resource consulting
  • Knowledge of California flora and vegetation communities
  • Use of GPS technologies

Additional Preferred Skills/Experience

  • Versed in using dichotomous keys and applying federal, state, and local agency guidelines to identify plant specimens, vegetation communities, and wetland types
  • Proposal preparation experience
  • Experience with energy, transportation, and water-related clients
  • Familiarity with State and Federal laws and regulations relating to natural resources (including Clean Water Act sections 401 and 404, California Fish and Game Code Section 1600, CEQA, and NEPA)
  • Formally trained in wetland delineation and experienced using the Arid West Supplement of the U.S. Army Corps of Engineers Wetlands Delineation Manual
  • California Rapid Assessment Method (CRAM) trained
  • Knowledge of methods and techniques for evaluation of environmental impacts
