Senior Homeland Security Analyst

Our HEARS group is growing, and we are currently seeking an individual with skills and experience in financial and contract management and tracking to augment our programmatic support to the DHS Science & Technology Directorate (S&T). Technology and threats evolve rapidly in today’s ever-changing environment.  In response, S&T’s mission is to provide innovative scientific and technological solutions to address the nation's homeland security challenges. This position will support S&T’s Office of Industry Partnerships and is located in Washington, DC.

Key Responsibilities:

  • Provide budget, procurement, and programmatic support to S&T’s Partnership Intermediary Agreements (PIA) program.
  • Recommend and advise on program development and administration, to include program and process improvements and optimization, through review of materials and discussion with the PIA Program Manager.
  • Assist with budget planning, development, execution and tracking: Support the development and maintenance of current and out-year budgets and spend plans and update them as needed.
  • Provide project financial documentation to include tracking of funding execution (e.g., commitments, obligations, and expenditures) of awarded PIAs. 
  • Assist with preparing, routing, and archiving of procurement requisition (PR) documents and all related program and technical documentation.
  • Ensure compliance of PIA activities with applicable policies and regulations, particularly with unique DHS S&T research requirements such as developing Privacy Threshold Assessments or more broad regulations such as Export Administration Regulations.
  • Support the development of constructive relationships with program stakeholders across DHS and the Federal government. 
  • Be familiar with PIA projects and processes to enable discussions, both verbal and written, with current and potential performers, customers, and program partners.
  • Prepare draft program-related slide presentations, white papers, and other materials to support meetings, customer briefings, technical reviews, and presentations to senior leadership.
  • Prepare internal and external documents, including documentation for SharePoint sites and stakeholder correspondence.
  • Make recommendations and develop draft messaging for timely and appropriate internal and external communications.
  • Attend program and technical meetings as required and prepare meeting summaries. These meetings may include contract status meetings with PIA performers, meetings with other government agencies, engagements with industry partners, and technical working groups.
  • Maintain organized and logical files for all necessary program, project and performer documentation, including electronic and hard copies. 
  • Plan, organize, attend, and facilitate program reviews, site visits, and technical workshops as needed. Coordinate scheduling with participants, provide logistical requirements to attendees, assist PIA PM in developing materials, and capture meeting minutes.
  • Assist with division-level data call responses, development of strategies and annual reports, and division-sponsored meetings and events.

Required Qualifications:

  • 3 to 10 years of experience and a BA/BS or MA/MS degree.
  • Active security clearance and ability to obtain DHS suitability.

In addition, qualified candidates should possess the following skills:

  • Ability to work independently, to demonstrate initiative, and function productively in a fast-paced environment.
  • Ability to interface effectively and professionally with government leadership.
  • Excellent verbal and written communication skills.
  • Proficiency in MS Office Applications (Word, Excel, PowerPoint, Project, Access) and the SharePoint platform.
