Technical Management Consultant

ICF is looking to fill the Technical Management Consultant position in the Sea Warrior Program (PMW 240) in the Navy’s Program Executive Office for Enterprise Information Systems (PEO-EIS). PMW 240’s mission is to rapidly identify and implement affordable IT solutions to Navy business and readiness problems for Sailors, the Fleet, Navy, and other customers. PMW 240 manages a complex portfolio of information technology systems that provide full life cycle management to support the Navy's manpower, personnel, training and education (MPTE) business operations initiatives. The qualified candidate will possess a Secret clearance and be able to:

• Support the PMW 240 Technical Director (TD)

• Evaluate incoming communications, prioritize for action

• Draft correspondence and briefings on technical program office activities

• Advise the TD on all matters for their domain

• Develop technical roadmaps

• Develop common standards, architectures, and derived requirements to improve enterprise operations and interoperability

• Maintain awareness of new and emerging technologies that could benefit the PMW 240 portfolio, review, assess, and make recommendations for technology adoption/insertion

• Develop recommendations and implement to organization processes and procedures.

• Coordinate with and support PMW 240 APM-Es on the development of technical requirements, standards, and metrics

Basic Qualifications:

  • Defense Business Systems
  • Commercial Cloud
  • Enterprise Resource Planning Systems
  • Mobility applications and use of a personal device in a military environment
  • Secret Clearance

Preferred Qualifications:

  • Systems of systems (SoS)
  • IT systems integration
  • IT architectures with a focus on SoS integration
  • Business Process Re-engineering and Cybersecurity

Minimum Experience - At least 15 years of practical experience systems engineering, technical management activities, integration and interoperability for DoD/DON acquisition programs. An additional five years of this experience is required if the individual only possesses a Bachelor’s Degree. This position requires a Secret Clearance.

Minimum Education - Master’s Degree in Engineering, Mathematics, or related field from an accredited program with at least 15 years of experience or Bachelor’s Degree in Engineering, Mathematics, or related field from an accredited program with at least 20 years of experience.

Work Location is at the Navy Support Facility (NSF) Arlington, Va., NSF Arlington is located within the Penrose neighborhood of Arlington County and bounded to the northeast by Henderson Hall and the Arlington National Cemetery. Minimal travel required.
