Job Description

The Project Director will lead the anticipated USAID-funded “Monitoring and Evaluation, Knowledge Management and Translation” component of USAID’s overall MOMENTUM Program.  The project will ensure that all MOMENTUM Awards over a 5-year period are supported by high quality, standardized tools and technical assistance in the areas of monitoring and evaluation; communications, knowledge management and translation; and testing and adoption of innovative practices to improve RMNCH/FP outcomes.   

The position will be based in the Washington metropolitan area with estimated 25% international travel.

Responsibilities:

The Project Director will drive, articulate and implement a coherent vision for the overall project, providing technical direction, leadership and external engagement, including liaising with USAID, other USAID implementing partners, subcontractors, USAID missions, and Washington, DC metro area based staff, host country governments, U.S. Government agencies. Responsibilities specifically include:

  • Provide overall management and technical leadership for the project, with a focus on integrating principles of adaptive management into all project approaches
  • Establish strong collaborative relationships with all other USAID MOMENTUM Awardees.
  • Oversee the development of tools and resources that MOMENTUM implementing partners can use to advance their M&E, Knowledge Management, and Learning agendas.
  • Work with multiple stakeholders to develop standard indicators, common branding, and common messages that can help to tell the global story of USAID’s contributions to RMNCH/FP.
  • Mentor, support, supervise, and manage a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.
  • Liaise routinely with the client on project planning, execution, contract and budgeting issues, and other high-level client management issues. Serve as primary POC for subcontractors.
  • Represent the project at outside meetings, conferences, and other client-endorsed events.
  • Ensure that the project meets all contractual deliverables and reporting requirements.

Required Experience and Qualifications:

  • A minimum of a master’s degree in public health or an equivalent field.
  • A minimum of 10 years of experience leading teams that are focused on RMNCH/FP, specifically related to knowledge management, monitoring and evaluation, and/or strategic communications. 
  • Demonstrated experience of strong and effective coordination of diverse stakeholders to achieve shared objectives.
  • Strong understanding and experience in applying adaptive management techniques to program implementation
  • Strong understanding of monitoring and evaluation, knowledge management, design of learning agendas, and communications.
  • A minimum of 5 years of experience as lead or deputy lead for USAID projects with similar scale, scope, and complexity.
  • Strong familiarity with USAID’s operating environment, policies and initiatives, including the Journey to Self-Reliance roadmap.
  • A demonstrated ability to effectively coordinate with host country governments and international organizations (including senior government officials), and US Government Agencies.
  • Strong oral and written communication skills

Preferred Experience and Qualifications

  • French language proficiency
