ICF is seeking a Disaster Recovery Program Manager who will support the Housing and Community Development (HCD) California in managing federal grants for long-term recovery from the 2017 California Wildfires and Disasters. As part of the growing Disaster Management Division, the position requires in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery (CDBG-DR) programs and policies as well as general familiarity with other federal disaster recovery programs. The Program Manager will work onsite with senior ICF staff, subject matter experts, and junior staff to develop policies and procedures and oversee grant administration for post-disaster housing recovery efforts. Responsibilities also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, assessing compliance with grant management processes, providing training and technical assistance, and working directly with the client, and their sub-grantees and/or contractors to provide advisory/consulting services.

The Program Manager position will oversee ICF staff , and serve as the main point of contact with HCD and our teaming partner(s). The Program Manager must develop a complete understanding of all applicable HCD Housing Program policies, requirements, and procedures and possess a deep knowledge of regulatory and statutory compliance requirements for CDBG disaster recovery and similar programs & projects.

The position is based in Sacramento, CA.

Key Responsibilities: 

The Program Manager duties are:

  • Providing overall leadership to teams assisting and implementing post-disaster recovery efforts
  • Participating in program status and progress meetings with HCD
  • Formulating, organizing and monitoring the overall performance of the projects
  • Deciding on suitable strategies and objectives
  • Coordinating cross-project activities
  • Leading and evaluating other staff
  • Developing and controlling deadlines, budgets, and activities
  • Applying change, risk, and resource management
  • Assuming responsibility for the program’s performance and its staff
  • Assessing program performance and aim to maximize it
  • Resolving program issues
  • Preparing and reviewing reports to HCD

 Basic Qualifications: 

  • 6-10 years of experience in CDBG-DR program administration, community development or related field
  • Solid knowledge of how housing and community development programs are implemented at the state and local level.
  • Project and personnel management skills and experience managing large scale operations projects.
  • Excellent communication and customer service skills and exhibit a high level of professionalism in all communications
  • Ability to be flexible to handle multiple priorities and to work long hours as necessary
  • Excellent verbal, interpersonal and written communication skills.
  • Strong analytical, problem-solving and decision-making capabilities.
  • Team player with the ability to work in a fast-paced environment.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook
