Sr. Management Consultant/Action Officer

Consultant / Action Officer

ICF is hiring two consultants to support diverse aspects of a program we are supporting in Quantico, VA. Responsibilities are broad and may include:

  • Provide expert advice and guidance in support of an intentional collective approach to address problems or issues through building shared knowledge, designing innovative solutions, and forging consequential change.
  • Working with senior executives and diverse stakeholders (both internal and external to the agency) to document agency implementation of strategic plans and programs.
  • Create a wide variety of documents to include reports, spreadsheets, presentations, quarterly newsletters, program brochures, and other interoffice/interagency communications and corporate correspondence; specifically implementation documents supporting operations and strategic planning processes.
  • Develop messaging, branding, press releases, announcements, briefings, fly-away, and other tools.
  • Prepare read-aheads and talking points, including media presentations and materials.
  • Develop Job Aids/Training Resources for internal and external users.
  • Attend designated meetings as required to assist with various portfolio and program needs; take notes and transcribe minutes of these meetings and update IO leads as necessary
  • Provide logistical assistance related to organizing meetings.
  • Assist in business process reviews and development.
  • Address organizational development needs for focus group management, surveys, and similar work.

You will work on-site in Quantico, VA, and will work closely with a team of government personnel supporting the Critical Technology Protection Center.

Minimum/General Experience, Education and Certification:  

  • Bachelor’s Degree in business, criminal justice, international affairs or related discipline, and which includes quantitative component.
  • 7+ years’ experience supporting Government agencies as a Program Analyst or Business Process Analyst.
  • Proficiency in MS Office.
  • Advanced internet research, data collection, and metrics gathering.
  • Experience using databases for ad hoc information queries.
  • Ability to work directly with clients and ICF subject matter experts to translate business needs into technical requirements.
  • Skilled at prioritization and multi-tasking.
  • Excellent interpersonal skills in a help desk activities, both written and oral.
  • Active DoD Secret Security Clearance

Preferred Skills / Experience:

  • Master’s degree in national security, public policy, military strategy or related studies OR data analytics or related certification.
  • Experience with Industrial Security and/or Counterintelligence environments
  • Experience with Risk Analysis
  • SharePoint Content Development.
  • Active DoD Top Secret Security Clearance
