ICF is a partner on the U.S. Agency for International Development (USAID)-funded President’s Malaria Initiative (PMI) Measure Malaria Project, a five-year cooperative agreement led by the University of North Carolina at Chapel Hill (UNC). ICF’s role includes providing technical support to USAID and national programs to build capacity in malaria surveillance and monitoring and evaluation (SME) in PMI priority countries including DRC. ICF seeks an Operations Manager who will be responsible for administrative and office operations at the ICF office in Kinshasa, DRC to ensure the office runs efficiently.

Key Responsibilities:

The Operations Manager will provide accounting services, assist with procurement, maintain office records, supervise other office staff, and provide support to technical staff as needed. Key responsibilities are listed as follows:

  • Accounting:
    • Create and maintain up-to-date financial tracking system
    • Maintain proper documentation for all office and project expenditures
    • Liaise with vendors and other service providers and ensure invoices are verified and submitted on a timely basis
    • Create and submit monthly financial reports
  • Maintain office records
    • Manage filing systems and ensure protection and security of files and records
    • Maintain updated personnel files
    • Ensure that the inventory listing is up to date
  • Maintain office:
    • Design and implement office policies, standards and procedures
    • Supervise office support staff, ensure general cleanliness and maintenance of the offices
    • Coordinate courier and security services
    • Assist with procurement
    • Maintain office equipment
    • Maintain and replenish inventory
    • Answer phone
  • Manage other administrative staff

  • Support project activities:
    • Coordinate logistics for meetings and trainings
    • Organize transportation and other travel arrangements for project staff

Qualifications and professional skills:

  • College-level degree in finance administration or similar field
  • Three years of professional experience providing accounting and office management services
  • Understanding of accounting procedures
  • Proficient in MS Office (Word, Excel, and Outlook)
  • Ability to read and speak English
  • Detail-oriented and highly organized
  • Sound business ethics, including the protection of confidential information
  • Ability to work independently
  • Authorization to work in DRC
