Human Capital & Management Consultant

ICF is seeking a Health Capital & Management Consultant to support a public health agency across several program areas including community health, emergency and environmental health services, hazards and health effects, and health communications. This position combines knowledge of environmental health and expertise in organization development and process improvement. This position is located in the metro Atlanta area. An ideal candidate will have experience and expertise in:

  • Organizational design and restructuring
  • Strategy design and implementation
  • Stakeholder engagement planning and execution
  • Workforce planning
  • Organizational communications
  • Process improvement
  • Implementation support
  • Management Tool Design and Project Management

Key responsibilities include:

  • Reviewing current organizational structures, functional statement, and previous recommendation for organizational structure changes
  • Facilitating design sessions with internal and external stakeholders
  • Facilitating employee engagement and change management activities
  • Defining stakeholder segments and alignment to organizational goals
  • Monitoring stakeholder feedback
  • Analyzing skill gaps to determine talent needs based on core competencies and technical competencies for future requirement
  • Assessing the talent pool to determine development requirements for internal candidates and options for external sources of talent
  • Assessing existing processes and SOPs to identify improvement opportunities
  • Engaging with process owners to understand bottlenecks, non-value-added and redundant activities, and manual  steps conducive to automation
  • Designing optimized processes
  • Drafting global email announcements, design promotional materials, prepare/conduct briefings, and help develop training materials
  • Managing development and execution of communications materials, such as fact sheets, job aids, instructional guides, Web content, briefings, and presentations
  • Supporting the design, development, implementation, and revision of project plans and adherence to established timelines

Experience:

  • 4+ years of professional work experience
  • Experience and knowledge of organization development and human capital principles, methodologies, and tools
  • Demonstrated experience producing organization-wide communications and communication strategies
  • Experience working for government as a consultant or similar environment
  • Bachelor's degree

Preferred Skills/Experience:

  • Knowledge of community health, emergency and environmental health services, hazards and health effects, and health communications
  • Experience leading communications activities for organizational change initiatives
  • Experience with continuous improvement and project management approaches, tools, and phases

Professional Skills/Experience:

  • Analytical skills and the ability to provide insight into project progress
  • Excellent verbal, interpersonal, and written communication skills to include experience with developing and delivering presentations, editing, and proofreading
  • Ability to explain complex technical concepts in an easily understandable written format
  • Demonstrated client relationship skills working in a dynamic client environment 
  • Solid computer skills with Microsoft applications (Word, Excel, PowerPoint, and Visio)
