The Contractor shall assign an individual to serve as a FIAR Lead for this effort. This single individual shall be the single point of contact for the Government for system oriented-financial statement audit readiness tasks including reviewing and evaluating computer-based systems, audit general and application controls in complex information technology environments. The FIAR Lead shall have significant and comprehensive knowledge of internal audits, Complementary User Entity Controls (CUECs) / Considerations & SOC Reports, risk assessments, related methodology and terminology. They shall demonstrate experience of managing, planning, driving and executing multiple, simultaneous internal audits. They shall provide financial improvement support to assist DCMA with achieving and sustaining audit readiness. The proposed FIAR Lead resume shall demonstrate the following:

  • Minimum 6  years’ experience in Federal Financial Management with Knowledge of generally accepted government auditing standards (GAGAS), OMB Circular A-123 documentation, Financial Improvement Audit Readiness (FIAR), testing and reporting requirements
  • Minimum 5 years’ experience in performing financial statement audits and/or auditability assessments in the DoD
  • Demonstrated ability in managing, planning, driving and executing multiple, simultaneous internal audits
  • Certified Internal Auditor (CIA) and Certified Information Systems Auditor (CISA)
  • Bachelor’s Degree
  • Secret / T3
