ICF is hiring a Business Analyst and Support Specialist to support documentation efforts associated with the deployment of a smartcard-based identity badge system throughout the U.S. Environmental Protection Agency (EPA). This position will have you interfacing directly with system engineers, software developers, and EPA management to analyze operational requirements, Federal requirements and guidance, and existing EPA policy, and subsequently propose and document business requirements, policies and standard operating procedures. You'll also support the deployment and use of badges for the entire agency, including desktop and end-user support, customer service, data analysis, training, outreach, and documentation. 

The applicant will work on-site at EPA Headquarters at Federal Triangle, Washington, DC, with a team of contractor staff supporting this effort and co-located with the client.

Key Responsibilities                                                                                       

  • Interact with technical staff to acquire system information for the development of business and operational models and processes
  • Perform data analysis and generate management reporting in support of the badge lifecycle.
  • Create system documentation, standard operating procedures, outreach brochures, website content, and training manuals.
  • Produce computer-based training modules (knowledge of Adobe Captivate software is preferred).
  • Interface directly with agency staff through a nationwide help desk and occasionally use the workstation application and peripherals for staff enrollment, fingerprinting, and badge issuance.
  • Support all badge stations nationwide through telephone and desktop sharing, including: hands-on desktop computer and peripheral support; enrollment and issuance of agency staff; application troubleshooting; and assistance with the integration of the badge into physical access and computer access systems at the agency.
  • Maintain desktop workstations and specialized software applications with complex peripherals including fingerprint scanning devices, document scanning devices, photographic imaging systems and smartcard printers.
  • Interface both verbally and in writing with senior agency staff both in DC and throughout the nation.
  • Function in a customer support role and be able to communicate effectively and build strong business relationships.     

Basic Qualifications 

  • Experience with the development of system development lifecycle documentation
  • Strong writing skills
  • Bachelor's Degree in Information Systems, Computer Science, or equivalent, plus at least 9 years experience with the development and integration of information systems.  The candidate must pass a background investigation for a Position of Public Trust and may be required to pass additional customer-specific background investigations.  Work experience beyond the minimum experience may be substituted for minimum education requirements.

Preferred Skills/Experience

  • Knowledge of Homeland Security Presidential Directive (HSPD)-12 and Federal Information Processing Standard (FIPS) 201.
  • Experience with the development of physical security policies and procedures for federal facilities.
  • Proficiency with standard desktop tools including Microsoft Office Word, Powerpoint, Visio, and Excel.
  • Strong computer desktop support skills and strong interpersonal skills.
  • Excellent verbal communication and writing skills.
  • Administration of workstations executing Microsoft Windows 7 and 10;
  • Experience with databases and tools such as Toad for Oracle
  • Troubleshooting the operation of workstation peripherals;
  • Fulfilling a customer support role while demonstrating the ability to communicate effectively and the ability to build strong interpersonal relationships;
