About the team

We are looking for a Senior Consultant to join a well-established public policy practice within ICF that provides research, evaluation and technical assistance services to EU institutions, in particular the European Commission (including DG Home, DG Justice, DG ECFIN, DG FISMA, DG ECHO and DG MOVE), as well as other European organisations, such as the European Asylum Office, Fundamental Rights Agency and Frontex. Our current portfolio of projects reflects the diversity of our work.

About the role

You will be a core part of our growing and collegiate team of like-minded lawyers, policy analysts, economists and social scientists who have a passion for applying their skills and knowledge to help solve complex problems for our clients. You will have the chance to develop your knowledge and skills further through excellent training and development opportunities.

Your main responsibilities will include:

  • Undertaking high-quality research, analysis and evaluation
  • Manage projects under supervision of other senior staff, and task and review junior staff with specific work packages
  • Arrange, conduct and facilitate interviews, surveys and focus groups
  • Develop, conduct and analyse case studies
  • Conduct qualitative analysis (experience with NVIVO an advantage)
  • Writing clear, concise and robust client reports
  • Contributing to the management of projects
  • Contributing to proposals, including building teams, developing methodologies and budgets
  • Building relationships with clients to understand and address their needs
  • Collaborate closely with other project teams, and external partners and stakeholders

Required experience

  • A Bachelor’s degree in law, sociology, public policy or a related discipline.
  • A minimum of 4 years of work experience within the context of European justice and/or or internal security policy or migration policy and management. 
  • Strong qualitative and quantitative evaluation and analytical skills (experience in impact assessments preferable)
  • Intermediate or advanced computer user skills (Microsoft applications)
  • Exceptional writing skills, including editing and proofreading skills
  • Excellent oral and written English; fluency in at least one additional European language
  • Knowledge of European policy making process and EU Institutions
  • Highly developed, interpersonal skills and self-motivation
  • High level of attention to detail and accuracy
  • Ability to develop and convey expertise on a topic
  • Ability to think through the methodological challenges of approaching a given topic
  • Good grasp of the strengths and weaknesses of various qualitative and/or quantitative methods
  • Previous experience of bid writing, managing budgets, tasks, or client interactions would be an asset
  • Experience of working for the European Commission an advantage
