Mental Health / Psychological Services Subject Matter Expert (Psychologist)

Job Description:

ICF is seeking a PhD- or PsyD-trained psychologist with a clinical, counseling, or community psychology background for a full-time position located in Silver Spring, MD.  This position supports ICF’s work with the Psychological Health Center of Excellence (PHCoE) within the Defense Health Agency (DHA), specifically focusing on the areas of psychological health prevention, early intervention, and outreach. We seek a strong scientist with a research and/or policy background for this position in order to evaluate, translate, and disseminate best clinical practices to support and promote access and quality of defense health services. Specifically, the individual will be involved with a team working to identify and address barriers to seeking mental health care for those in the military community, which includes a strong focus on stigma reduction; and may also be asked to support the identification, review, dissemination and adoption of evidence-based, innovative approaches to advancing the psychological health of those in the military community.  This is not a care delivery position.

Key Responsibilities:

  • Support ongoing policy review and stigma reduction efforts. Review military policies to identify and respond to potentially stigma-increasing language and recommend stigma-neutralizing language changes. Offer training and education to team members without mental health experience to support team review efforts, and review proposed policy language changes for accuracy and appropriateness. Interface with PHCoE and Service leadership to deliver language changes and incorporate stakeholder feedback. Knowledge of search strategies is desirable.
  • Provide expert consultation to support the DoD integrated strategy for prevention and early intervention of mental health conditions.
  • Provide expert consultation and support on the design and implementation of ongoing efforts within the PHCoE. Perform evaluations of existing programs and research demonstrations to evaluate service delivery programs.  A strong background in metrics is desirable.
  • Develop a wide variety of written products for dissemination, including articles, special reports, brochures or announcements that involve presentation of technical and professional subject matter; assure conclusions drawn are valid and supportable by reference to the facts; monitor and manage the timely production and quality of the products.
  • Create and edit briefing documents, blog posts, position papers, white papers, and/or scholarly articles and power point presentations on psychological health related topics primarily for audiences of nonmedical professionals. Conduct background information research, literature reviews, analysis and interpretation to support these documents.
  • Assist in completion of day-to-day operations to ensure policies and procedures are followed, that goals and objectives are met, and that services and projects are being accomplished effectively and efficiently.

Basic Qualifications:

  • Doctor of Philosophy (Ph.D.) in Psychology or a Doctor of Psychology (Psy.D.) in Clinical, Counseling, Community Psychology or other relevant applied psychological discipline.
  • Demonstrated experience in the implementation or research of community or clinical psychology interventions focused on an area of psychological health affecting the military community (e.g., suicide prevention, substance abuse prevention, PTSD).
  • Strong written and oral communication skills required to translate evidence to practice for broad based uptake
  • Ability to communicate directly with peers, managers, and clients while leading product development to a completed and successful solution.
  • Strong organization skills to manage multiple timelines and complete tasks quickly within the constraints of clients’ timelines and budgets.

Preferred Experience (Not an absolute requirement):

  • Experience working in, or with, Department of Defense (DoD) or other federal agencies is an asset, but not a requirement. 
  • Experience conducting systematic reviews, meta-analysis or evidence grading techniques as applied to psychological health interventions/treatments.
  • Ability to think creatively and solve problems.
