In 2018 the Air Force realigned the cybersecurity mission to Air Combat Command from Air Force Space Command.  As a result, the development of a new Air Force Risk Management Framework (RMF) and Cybersecurity program is being established.  Be part of a brand new Air Force Program that will streamline and improve the security control assessment process across the service.

Who we’re looking for:  An experienced Portfolio Manager SME to Augment CIO Support Branch in performing IT Portfolio Management (including budgetary reporting) and IT Investment Portfolio Suite (ITIPS) in the Norfolk/Suffolk, Va. area.

QUALIFICATIONS REQUIRED:

  • Active security clearance required.
  • Five (5) years’ Federal Portfolio Management experience, working independently in a fast-paced environment with multiple stakeholder groups in a large, multi-team environment
  • One (1) year experience with Planning, Programming, Budget and Execution (PPB&E) DoD Directive 7045.14.
  • Two (2) years’ IT Investment Portfolio Suite (ITIPS) experience preferred
  • One (1) year experience with data analytic tools (Tableau software and Oracle Business Enterprise preferred)

Key Responsibilities:

  • Support up to ~500 records as ITIPS continues to grow
  • Support portfolio management in all duties, reporting, budget actions, assessments, within mandatory guidelines (e.g. annual congressional report on budget)
  • Recommend process improvements and automation tools to standardize and reduce manual workload
  • Provide cost/benefit analysis with recommendations
  • Develop tracking system for repeatable requirements, such as annual reviews and quarterly reporting requirement, to reduce the number of late reports
  • Assist Portfolio Management (PfM) in managing the ACC IT Portfolio and deliver quality data updates within established budgetary schedules
  • Provide support with project management and other deliverables for the PfM program using project and/or portfolio methodologies to include assessing controls, monitoring controls, and reporting status of compliance actions
  • Support and implement actions set by the ACC Capital Planning and Investment Control (CPIC)
  • Extract and compile data from ITIPS and Business Intelligence reporting tools to provide leaders and functional manager’s data for trends/analysis in mission areas or other related action/areas to meet AF/ACC missions and portfolio management objectives
  • Assess and recommend innovation and creative solutions that deliver results while meeting PfM operational guidelines, using information security-related products and documents, and provide government representatives their interpretation of DoD, AF, and MAJCOM issuances.

  • Ability to distills and presents information to senior leaders using business analysis skills and forecasting ability in providing impacts, implications, recommendations and solutions to a variety of audiences without understanding of PfM

  • Understands processes, key measurements and operating level targets
