CDBG-DR Buyout and Acquisition Specialist

ICF seeks a Buyout and Acquisition Specialist to provide Subject Matter Expertise in the implementation of a CDBG-DR buyout/acquisition program.  This position is near the client site in Raleigh, North Carolina.

Key Responsibilities:

  • Assisting in the development of Disaster Risk Reduction Areas (DRRA’s) in coordination with the client’s staff
  • Provide expertise to inform the client’s developers with building or modifying workflow modules
  • Help launch application intake and communication strategy with applicants
  • Assist in the development of the client’s Buyout and Acquisition manuals, procedures, and policies
  • Provide Subject Matter Expertise to staff regarding program improvements and Action Plan revisions
  • Ensure all buyout and acquisition activities are compliant with policies and procedures, manuals, HUD and cross-cutting Federal regulations, and State law
  • Assisting in the implementation in all aspects of the Buyout and Acquisition program from applicant intake to closeout
  • Provide training to state, contract, or local staff

To be considered for this role you will need:

  • 3+ years’ experience in a buyout and acquisition program for a CDBG-DR grantee or sub-recipient
  • Ability to assist in finalizing the client’s Buyouts and Acquisition manual and associated Standard Operating Procedures within two months of employment start date
