Our Disaster Recovery team in Austin, TX is growing and we are looking to hire a Financial Analyst right away!

As a Community Development Block Grant – Disaster Recovery (CDBG-DR) financial analyst working on Hurricane Harvey recovery in Austin, Texas, you will:

i.    Assist with reviewing contractor invoices, contracts, and inter-governmental agreements for compliance with federal and CDBG-DR requirements;
ii.    Develop and review programmatic and financial procedures and other documents to ensure consistency with processes, datasets, and measures from external sources;
iii.    Develop and review process flows to mirror real-world actions and systems or to propose process changes and improvements;
iv.    Retrieve and interpret large volumes of complex data from a variety of sources, analyzing results and providing ongoing reports;
v.    Perform quality control/ quality assurance on datasets to ensure consistency and accuracy;
vi.    Generate and/or interpret checklists, reports, and templates for budgets and financial metrics tracking;
vii.    Create, review, reconcile, and maintain complex and multifaceted program and project budgets and financial plans;
viii.    Develop forecasting tools for expenditures or obligations against budgets and throughput across various programmatic and financial metrics;
ix.    Provide technical assistance (through trainings, webinars, phone calls) on federal requirements, including to client and other government partners either remotely or on location (some travel may be required);
x.    Organize and maintain programmatic and financial files, including associated classification, tracking, protection, storage, archiving, and disposal;
xi.    Evaluate information and datasets to determine risks and gaps in financial processes and internal controls;
xii.    Produce reports, documents, and deliverables that are concise, clear, and consistent;xiii.    Identify issues and proactively recommend areas for improvement;

Required Professional Skills and Experience you need to be considered:

  • Bachelor’s degree or advanced degree in accounting, math, finance, law, statistics, operations research, economics, business administration, public administration, computer science, or a relevant discipline, OR 2+ years of experience working with federal grants in a financial or audit capacity;
  • Excellent writing skills, with experience writing technical guidance or procedures;
  • Ability to communicate complex quantitative analyses in a clear, precise, and actionable manner, to a non-financial audience;
  • Skill in managing multiple projects and stakeholder interests with timeliness, accuracy, and quality;
  • Excellent analytical and qualitative strategic thinking capabilities and collaboration skills;
  • Demonstrable analytical rigor and good judgement under pressure;
  • Expert level knowledge of Microsoft Excel (including the use of pivot tables and advanced formulas)

If selected for an interview, applicants should be prepared to provide evidence of this knowledge by providing examples of past work product(s) produced in Excel and explaining the advanced formulas and functionality that applicant developed within work product(s).

Preferred Professional Skills and Experience, but not required:

  • Understanding of federal requirements, particularly related to CDBG-DR, 2 CFR 200, 24 CFR 570, and associated federal register notices and HUD guidance;
  • Experience reviewing contractor invoices, contracts, and/or inter-agency agreements;
  • Experience in the fields of accounting, audit, cost estimating, disaster recovery, federal contracting and procurement, or federal regulatory law;
  • Familiarity with SharePoint and Microsoft Dynamics 365;
  • Knowledge of FEMA programs and requirements and experience strategizing local match decisions for FEMA programs;
  • Experience working on housing recovery or public infrastructure programs in a disaster recovery context
