Interested in joining our growing team of Disaster Recovery experts in Harris County as a Policy/Procedures Development and Training Specialist?

This position is responsible for supporting the development of program implementation policies and procedures related to housing recovery assistance programs in Harris County following Hurricane Harvey, along with related training for staff processing applications for assistance. 

Primary Duties: 
•    Work as part of a team providing application intake and processing support for disaster-related housing assistance programs
•    Develop and update housing assistance program implementation policy and procedure documents for Intake Center staff processing applications for recovery assistance that ensure compliance with federal, state and county program requirements
•    Maintain an archive of policy documents
•    Provide regular written updates to Intake Center staff on evolving policy and procedure changes, issues and concerns
•    Develop training curriculum, training materials and job aids based on intake policies, procedures and systems 
•    Deliver trainings to Intake Center staff and support staff 
•    Incorporate recommendations for improving training curriculum and job aids 
•    Analyze and review training evaluation results to determine the effectiveness of training sessions and implement corrective action 
•    Support the review and revision of training curriculum and job aids 
•    Provide logistical support for training events including sending announcements, managing registration and schedules, setting up webinar and/or meeting spaces, and developing and processing post-training evaluations. •    Maintain library of training materials 

 Qualifications/Skills 
•    College Degree 
•    3+ years in related roles during which capability has been clearly demonstrated 
•    Familiarity with United States Housing and Urban Development (HUD) assistance programs desired
•    Demonstrated experience developing, maintaining, and updating policies and procedures related to expenditure of federal funds
•    Demonstrated experience with training curriculum development and design 
•    Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel), able to learn new software and database/management information systems
•    Creative problem-solver with ability to come up with outside-of-the-box solutions
•    Familiarity with federal disaster recovery programs desired but not required

•    Ability to work calmly and proficiently under pressure, exercising independent judgment while effectively prioritizing and executing tasks•    Exceptional interpersonal skills and an ability to maintain working relationships with colleagues, client staff, state officials, partner government agencies, and all other internal and external workforces at all levels with utmost professionalism.
