ICF is growing and we are seeking a Senior Economist who will help implement our growth plans in our Homeland Security and related businesses. As a Senior Economist, you will partner with clients and staff to deliver creative solutions for some of the most challenging regulatory and policy issues facing us today. You will also interact and collaborate with other business and sales leaders in our US operations to grow and expand our economic and regulatory business in the areas of homeland security and immigration, and related federal and state agencies. The candidate will also possess strong quantitative and writing skills to join us in expanding our business and working with current and future clients. The position is located in our Fairfax, VA office in the Washington, DC area and is metro-accessible.

About the team:

The Regulatory, Policy and Economics business at ICF supports primarily public-sector clients in the full range of economic and policy activities. We estimate costs and benefits, as well as the economic impact of regulations, policies, and programs. We also evaluate program effectiveness. We work with virtually all federal agencies; key clients include the Department of Homeland Security, Department of Transportation, Department of Labor, the Environmental Protection Agency, Department of Interior, the Nuclear Regulatory Commission as well as other federal, state and local agencies, and select non-profit and private-sector clients.

Key Responsibilities:

  • Lead day-to-day economic analytic activities of current short- and long-term projects for federal and state government clients who develop and implement policies and regulations affecting areas such as homeland security, immigration, and other related agency work, including strategic thinking and thought leadership with the aim of promoting additional business.
  • Lead and contribute to sales and bid capture efforts on key client accounts such as DHS.
  • Leverage existing relationships within federal homeland security and related agencies as well as state and local government to help identify opportunities and present ICF’s capabilities.
  • Significantly contribute technical expertise to key projects, particularly on analyses of costs, benefits and economic impacts of policies and regulations.
  • Create written documents that convey key analytic findings for distribution to internal and external clients.

Basic Qualifications:

Master’s degree in economics a minimum required

  • PhD preferred
  • 12+ years of thought leadership and consulting experience ideally for a professional services firm, including economic analytic consulting services to public sector clients.
  • A proven track record of successful business development experience for homeland security related agencies.
  • Experience managing large and complex engagements from both a technical and project management perspective.

  • High level of attention to detail.
  • Demonstrated professionalism and customer service orientation.
