Information Technology Project Manager

International Health and Development

Job Description

ICF international is seeking a IT Project Manager to support system strengthening work on monitoring and evaluation systems for our USAID client within the International Health Division.

This position will (1) assist with the management of software development and ongoing operational system support for the DATIM project and (2) be responsible for identifying appropriate project management methodology best practices (such as agile, rapid prototyping, incremental, rapid waterfall ) and working to embed them within the team to ensure project goals and deliverables are met.  

The position is based in our office in Rockville, MD with some travel to our DC office for meetings with client stakeholders and other ICF staff as well as some overseas travel as requested by the client.

Key Responsibilities

  • Taking the lead on putting in place project management methodology best processes and practices while balancing support for ongoing development and operations to ensure seamless transition to agile.
  • Assist PM with planning and managing the delivery of software IT projects including software development and system operations.
  • Taking ownership of and ensuring successful weekly deployments.
  • Assist PM with keeping project management tools and schedules up to date, identifying issues that impact project timelines, working to resolve roadblocks, and generally ensuring that the team is operating efficiently.
  • Assist PM with ensuring successful collaboration and coordination with various stakeholder developers/programmers working across multiple vendors.
  •  Bringing knowledge and experience of best practice gleamed from past experience with software development projects. 
  • Providing as needed documentation, requirement gathering and testing support.

Qualifications

Required:

  • Bachelor’s degree in computer science, software engineering, information systems or related technology field.
  • At least 5 years’ work experience performing project management tasks.
  • At least 2 years’ work experience as a programmer, IT business analyst or quality assurance analyst/tester or a combination of all three.
  • Demonstrate a deep understanding of the role of project management that is agnostic to any particular project management methodology.   

Preferred:

  • Scrum Master and/or PMP Certification
  • Experience working with or in low technology resource environments.
  • Willingness to travel internationally about 30%.
  • Interest in and commitment to international development outcomes.

  • A strong self-starter especially in self-teaching and exploring new technologies and technical concepts.
  • Ability to work cross-culturally.
  • Excellent verbal, interpersonal and written communication skills
  • Strong analytical, problem-solving and decision making capabilities 
  • Team player with the ability to work in a fast-paced environment
