Senior Disaster Recovery Case Specialist - Puerto Rico

ICF’s Disaster Management Division is growing and currently seeking a Senior Disaster Recovery Case Specialist. In this role you will support ICF in the implementation of housing recovery programs for thousands of residents of storm-damaged housing in Puerto Rico.

As a Senior Disaster Recovery Case Specialist you may be enlisted to serve as a mid-line supervisor in managing complex grant requirements specified by the Stafford Act for the Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) Program. The ideal candidate will be self-motivated, detail-oriented, and able to quickly adapt to meet ambitious timelines and changing requirements.

Key Responsibilities:

       Supervise Disaster Recovery Application Intake and Case Specialists in Puerto Rico and other staff

       Oversee field operations for Disaster Recovery application intake in Puerto Rico

       Provide training on program policies and procedures

       Ensure that staff provides the highest level of customer service, and that applicants fully understand program requirements and are frequently updated on application and grant progress

       Confirm determinations regarding duplicative benefits (e.g. insurance, SBA loans) and benefit calculations.

       Validate grant agreements, letters, and other required program documents

       Review and approve letters and other required program documents

       Ensure all hard copy and automated files are updated and maintained in strict accordance with established policies and procedures

       Interact with senior staff from local, state and federal government agencies

       Coordinate public outreach events and off-site applicant meetings

       Present technical information in key meetings

Basic Qualifications:

       Bachelor's degree; relevant experience may substitute

       5+ years of related work experience

       Advanced Excel and database proficiency

       Intermediate accounting or financial proficiency

       Excellent understanding of and ability to analyze tax returns, property deeds, insurance, and other program-related documents

       Exceptional ability to articulate details in a manner understandable to variety of individuals in person and over the phone

       Good understanding of and ability to articulate design, permitting and other construction-related subjects

       Ability to work successfully with socio-economic and ethnically diverse applicants

       Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment

       A flexible schedule that can accommodate some evening or weekend work as may be required

       Driver’s license and available transportation

Preferred Skills/Experience:

       Experience supporting HUD CDBG-DR programs on two or more Presidentially-declared events

       Experience managing geographically dispersed teams of case specialists interacting with a large volume of applicants

       Experience in disaster recovery and/or housing support services or programs

       Language Proficiency: Bilingual preferred, Spanish and English

      Puerto Rico resident preferred

Professional Skills:

       Excellent verbal, interpersonal and written communication skills

       Strong analytical, problem-solving and decision-making capabilities

       Team player with the ability to work in a fast-paced environment

      Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
