Job Description

ICF seeks a Senior Data Systems Specialist to support monitoring and evaluation (M&E) related to global health programs.

Primary responsibilities for this position will be to support data management and analysis activities with the Office of the Global AIDS Coordinator in Washington, DC, as a part of the Division of Global HIV/AIDS, Centers for Disease Control and Prevention (CDC). The position will entail management of basic and complex geospatial datasets, quantitative analysis of cross- sectional and longitudinal data, and report writing. Experience with SQL, Rstudio, and Microstrategy is required.

Candidates should be able to synthesize quantitative information from a variety of sources, juggle multiple tasks, and interact effectively with clients and colleagues. The ideal candidate will have experience with data management and analysis of data from multiple sites and in multiple formats.

This is a full-time position, with office assignment at the Office of the Global AIDS Coordinator in Washington, DC. As such, candidates must be able to obtain and maintain a government security clearance to be considered for this position.

Candidates may be required to obtain and maintain a government security clearance and travel outside of the United States to be considered for this position.

Key Responsibilities

  • Create databases and appropriate analysis documentation for dissemination to international study teams.
  • Create automated scripts using SQL and Rstudio.
  • Traveling to countries to assist with training and data management in country; assist with capacity development of in-country staff
  • Work closely with multi-disciplinary teams (epidemiologists, statisticians, other data analysts) to ensure a complete review of the data, as well as providing a thorough understanding of data management processes and issues that may arise in analysis.
  • Ability to provide deliverables in a timely manner
  • Ability to effectively communicate with client regarding issues, needs and/or priority setting for projects

Basic Qualifications

  • 6 years of relevant experience
  • Bachelor’s degree in computer science or related field; Masters' preferred
  • 5 years’ experience with SQl and/or Rstudio
  • 5 years’ experience working with and aggregating/merging multiple data streams
  • 5 years’ experience with statistical analysis
  • Minimum of 3 years of experience in global health
  • Excellent verbal, interpersonal and written communication skills
  • Ability to travel internationally to conduct trainings and data quality assurance activities
  • Candidates must be able to obtain and maintain a government security clearance to be considered for this position.

Preferred Qualifications

  • Knowledge of Global HIV/AIDS
  • Experience developing advanced visualizations (e.g. RShiny)
  • Publications in peer-referred journals
  • Knowledge of languages such as French, Portuguese, Russian, Spanish, or Swahili
