Who Should Attend the Workshop?
The target audience for the Workshop is federal employees, primarily oriented towards federal Human Resource specialists and leaders, including staffing, classification, and Employee/Labor Relations specialists. Federal attorneys who specialize in personnel law and Equal Employment Opportunity Specialists may also be interested. Members of the federal workforce may also wish to participate, although much of the content presupposes in-depth skills and knowledge of the federal HR system.

Jeff has extensive federal HR and IT experience, including 13 years in the Senior Executive Service. He led HR for the Defense Logistics Agency, doing work cited by the Partnership for Public Service as a model for federal HR, and at the Department of Homeland Security. Debra Tomchek has more than 39 years of experience in Federal human resources and human capital management, and more than 15 years of experience as a Federal Senior Executive. In her last Federal assignment at the Department of Homeland Security, she and her team led cyber workforce planning, analysis, and competency design for the DHS cyber workforce.
Dr. Christina Curnow is the director of ICF's Workforce Research Center. Dr. Curnow has more than 15 years of experience conducting research and evaluations related to workforce issues, and she uses this expertise to provide organizations with actionable, innovative, and data-driven solutions to their workforce challenges. Specifically, she has experience related to training (live and virtual) research and evaluation, test development and validation competency model development and job analysis, and performance measurement and assessment of individual differences. In this capacity, she has worked with U.S. federal agencies, the U.S. military, state governments, and local governments.
