Dr. Mary Spooner leads multiple projects related to vulnerable and at-risk youth. Dr. Spooner has extensive experience in the evaluation of system transformation initiatives in the health and criminal justice sectors that include overseeing the collection and analysis of quantitative, qualitative, and longitudinal data. In her work, Dr. Spooner also manages Continuous Quality Improvement efforts, develops trainings, and provides technical assistance. She currently leads evaluations of system-wide interventions for child victims and children with mental health issues.
Before joining ICF, Dr. Spooner was a Research Assistant Professor at Northwestern University’s Feinberg School of Medicine and also worked as an evaluator of programs serving children in the juvenile justice and child welfare sectors. She holds a PhD in Public Policy and a master’s degree in Social Policy and Planning. Her past work has included topics such as family violence, children’s mental health, juvenile justice, child welfare, poverty, school violence, and systems of care.
