Sanjay Chandra

Sanjay is an expert in disaster preparedness, recovery, and mitigation with more than 25 years of experience.

Sanjay’s work spans disaster response and recovery, power sector and energy systems, infrastructure, environmental science, and water resources. A well-rounded technical and management professional, he has performed and led disaster damage assessments, technical evaluations, and prepared recovery project cost estimates for water, power, and infrastructure sectors. Leveraging his finance and multi-faceted technical experience, he has managed and supported projects with several federal agencies including the Department of Defense, the Federal Emergency Management Agency (FEMA), the Department of Energy, the Environmental Protection Agency, the Department of Housing and Urban Development, and other state, local, and international clients. Sanjay has supported disaster planning and response work for several federal clients, including DoD and FEMA.

As a public assistance subject matter expert on behalf of the Government of Puerto Rico, Sanjay has supported various Section 428 project formulation teams under the Hurricane Maria Disaster Recovery Program. Heed site inspection teams to perform damage assessments at facilities owned by the power utility, and prepared or reviewed damage inventories and reports. He reviewed detailed recovery cost estimates for small and large projects across various sectors and locations, prepared comments, and observations along with policy justifications. And he led and performed comprehensive policy and programmatic reviews of Section 428 and 406 projects at the end of the project formulation process, and prepared project documentation for recipient review and approval.

In the energy sector, Sanjay has managed, led, and supported projects in energy generation, demand studies, the design and installation of solar power systems and mini-grids, and economic analyses of energy projects in the United States and developing countries. He has conducted system-wide assessments of power infrastructure in emerging economies to enhance system flexibility and renewable energy penetration.

Sanjay’s infrastructure and environmental experience spans more than 12 years and covers facility condition assessment surveys, civil projects design and execution, environmental studies, site cleanup, engineering system design, and sustainable development.

He is a licensed professional engineer with basic working proficiency in Spanish.
